Unfortunately, I am beginning to agree with Milton about this.  With the
publication of the registrar guidelines, it seems that the ICANN board,
since it is not *forced* to go to the DNSO, won't do so except as a public
relations exercise -- which means that it will only ask it questions on
issues that are lightweight or meaningless.  This is also how I imagine a
DNSO with a strong unaccountable Names Council working (a la the BMW
proposal).  There too the Names Council (equivalent to the ICANN Board) will
ignore the advisory role of the DNSO membership (equivalent to the DNSO vis
a vis ICANN), which will have only one chance to do anything, and that is to
vote in a new Names Council.

If that is not the model, however, and the DNSO is structured such that its
decisions really can be said to represent the consensus of the whole DNSO,
then the DNSO can do one other thing besides electing ICANN Board members --
it can refuse to support ICANN decisions.  Not much, I agree, but it's
something.
