Sounds like a re-incarnation of the IFWP so-called "steering-committee".
(In fact, it looks like many of the participants are the same.)

It sounds however, that this time there is no pretense of it being merely
a meeting to deal with administrative issues but, rather, is to create an
interest block with pre-arranged and secret quid-pro-quos.
