Could you specify who this particular group of ISPs are? I note
that the definition of "ISP" used in the constituency definition is
fairly restrictive and technical, including:
a. operate an Internet backbone network based on TCP/IP or
b. provide transit to either Internet users or 3rd party's
Internet content.
