I would say that #2 is indicated, but that the details have not been
worked.  The fact is that not everything can be done at once.

I don't think that ICANN has any plans for resolutions in the near
future concerning ccTLD registrars.  What would be the point, since 
there are no contractural relationships between ICANN and any ccTLD 
registry?
