Since a lot of this seems (at times) to be an ICANN vs. NSI power struggle, I think it's unfortunate that instead of trying to set up ICANN as some kind of "government," the NTIA/DoC didn't just try to set up a competitive registrar system for .com, .net, and .org directly. It could have been conducted openly, with RFCs and other opportunities for public comment. Also, we would have all known who was responsible for making the decisions and what their authority was. --gregbo
