What is his rationale for such an extreme position -
a complaint by a competitor?

The liability here is significant and goes well
beyond Vixie to include any ISP using the RBL service.
The potential consequential damages are pretty
dramatic, and the preponderance of the business
community will go ape if they know one person can
shut off their customer communications.
