Well, if you hadn't said "isn't PHP Based", I'd recommend Webmin. It
does pretty well.

But I'm confused about the "different TCP port" part. LDAP isn't
directly web-accessible, so for web-based administration, whether or not
the OpenLDAP server runs port 389 or whatever is only of interest to
whoever configures the webapp. What port the webapp runs under depends
on how you've configured its (virtual) host.

Disclaimer: Mostly I either use the LBE Java-based GUI LDAP tool or just
do brute-force command-line stuff. So the only web-based LDAP I've done
has been via webmin.
