When you said "convert to linux" I assume he will be using Linux as his development platform and also when you said: "He has an idea for an app... He does not have a particular cell phone/pad in mind" I am assuming he wants to create an application for a mobile device. If my assumptions are right, the answer to your question is Java. Basically there are 3 mobile platforms: iOS, Android and Windows Phone. If you want to use Linux as your development platform, your only option is Android and therefore Java at least he wants to know with C (NDK).
