If possible, try testing the script on another server with a CGI that's known to be working.
 
As Sterling mentioned, this sound more like a problem with the script. The CGI sounds like it's working, and returning an error message because the script is broken. If the CGI wasn't working at all, it would return a copy of the script as a text file.
