PAS 78 is not a standard, it's a specification. More importantly it's 
firmly aimed at commissioners of websites, not developers.

accessibility experts.
And for the promotion about how to buy accessible services, there is WAI
Education and Outreach work for this.

You'll love this then, because there is no equivalent guidance for those 
commissioning sites, and it contains extensive references to existing 
recommendations, including those from the W3C. Bruce Lawson provides a 
good overview of the specification, including its relationship with 
W3C.

Thank u for the note. If u read the part about PDF is clear that who develop
this guide don't know that PDF format is now recognized as ISO standard:
"Document management -- Electronic document file format for long-term
preservation -- Part 1: Use of PDF 1.4 (PDF/A-1)" [1].
If u know the PDF/A-1 format is clear that it require that documents are
tagged and accessible. We are moving in WCAG 2.0 world (i hate to cite
myself, but i suggest to read this article [2]) where the HTML document is
not the only interest in the www: we talk about delivery units, web content,
web user interfaces...
The web is ahead of PAS, standards are ahead PAS.
