With css disabled the drop-down content is visible and with javascript disabled the content is visible, so there's no issues with that kind of accessibility. The big question is why hide it in the first place? The content doesn't take up much space and seems quite useful given the rest of the page content, there seems no reason to hide it other than to show that it can be done.
