Just a quick update. I got word from a Surface lead that this is
Microsoft's official stance:

It seems like the only way they know how to do it is through the method I
described earlier.

I imagine if I threw a few more hours into this I could figure it out, but
the official statement from Microsoft is good enough for the people I'm
working with.
