I've been trying, but here are my results: If the modern app is installed then the pen will always open the modern app. If the modern app is removed and a registry key is set at HKEY CLASSES for onenote-cmd, then the desktop version will open when you hit the pen, but only if the modern app was opened once by that user before being removed. Am I missing something?
