I'm going to give a very vague reply.. But I'm pretty sure I saw someone else having this issue on a forum with this version of winpe. Their fix was to update to the latest ADK and remake the wim's... however that latest wim has its own problems which can fail TS's completely and isn't advised to be used with SCCM.
Might need to wait it out till next version is released.
