Thanks for the help - I was able to check the files using DISM, they were there 
and for some reason it started to work after I checked..

I was also reading problems with both 10240 and 10586. Not sure what got it 
working exactly..

I'm going to give a very vague reply..  But I'm pretty sure I saw someone else 
having this issue on a forum with this version of winpe.  Their fix was to 
update to the latest ADK and remake the wim's...  however that latest wim has 
its own problems which can fail TS's completely and isn't advised to be used 
with SCCM.

Might need to wait it out till next version is released.

Adding more info... the OS version of the boot image is 10.0.10240.16384

I tried to remove the component & update DP, then read & update DP. No luck.

Correct, in WinPE/F8 troubleshooting mode, powershell is 
unrecognized/unavailable.

I've updated the DP's numerous times. :(

That's all I've done so far for troubleshooting...

Is the issue that you load up WinPE and PowerShell is not available? Did you 
update the DPs after adding those components?

I am trying to setup a Boot Image to load a prestart script that's in 
Powershell.

Under Optional Components, all the necessary components are enabled, shown 
below:

I'm not sure where I can find logs for these sort of things that aren't loading 
properly.
