Have you tried creating a workflow that starts manually on a test site without renaming the workflow start page? Leave everything as default.

It associates with a document library. I enable the workflow can start manually. However, some users can not access to the initial Workflow start page, e.g. "ExpenseClaim.aspx", I even give those users as Designer permissions on the site, but they still can't access to. The document library permissions are inherited from the site level permission. Any help or suggestions are appreciated.
