I suffered the same fate - I thought maybe I hadn't bothered to read some warning so I shrugged it off. Last I heard the intention was for Silverlight to install in place in IE without requiring a browser restart, maybe this is just a temporary aberration. (Also, last I heard, a browser restart would be required in Firefox - I haven't tried it lately).
