We should definitely remember to include the sextante plug-in for qgis
too.
+1 including the developer_cookbook

Other projects are including documentation, so we have precedence for
material such as a qgis cookbook.
Based on the relatively small amount of space required (which will
likely compress further), I'm +1 for including the cookbook.
