Checked again on Beta5. You can add a new keyboard layout, but still the
key combination for switching doesn't work. (You have to click on the flag
icon to switch layouts). Interestingly, the "scroll" keyboard LED does go
on when pressing the Alt-Shift key combination, *as if* the keyboard is
switching, but it doesn't.
I have a Fedora 17 VM running xfce4, and switching keyboard layouts in
that OS works as expected.
