The projects are not necessarily responsible for translation of the
docs. Additional volunteers from the project or elsewhere are always
welcome to contribute.
We keep track of translation status on the following pages:

http://adhoc.osgeo.osuosl.org/livedvd/translation_status.html
In the event that page is way out of date we can set that particular
page to show the English variant instead. For obvious reasons that's our
last option.
This raises a good point. I wonder whether we could add in a step into
our build process which checks the version of translated docs, and if
the translation is older than the English version, we inserted a line
"This translation has not been updated to the most recent English
version. Please compare with the English version for latest details".

Some projects do take responsibility for updating some of the
translation pages themselves. However, it is not a requirement.
