This is not always true. In the case of the 
modified hybrids (soon to be commercially 
available) extra battery capacity allows the 
electric motor to provide all the power to the 
wheels for the first 30-40 miles, after that the 
internal combustion engine is also needed. 
However, for commuting or short trips, where the 
car is driven then plugged in and recharged and 
the engine never starts, the car gets the 
equalivent of about 250 mpg if I remember 
correctly. -Ken
