For  the past 30 odd years  that I have read 
comments on

But this is only a good general rule. It does not 
always hold true. While I was in the USN I saw, 
close up, 167 countries. Some of them, folks were 
dirt poor...but honest as the day is long. In 
other places, wealth was all around, and you were 
lucky if you did not get robbed blind.
