It must be very difficult to pump out a boat in a slip.  

A pump-out boat cannot come alongside.  A dock cart with engine driven
pump, tank, and hose long enough to reach the deck fitting from the main
dock might be heavy, maybe requiring self propulsion.  Does anyone know a
marina that does that?

All I have ever heard of pumping out marina boats was by permanent hose to
each boat and having them get underway to go to a pump-out station.

It looks to me that a pump-out boat servicing anchored vessels would be
easier than servicing boats tied in an ordinary slip.  If the boats are
tied up alongside a long pier then a pump-out boat could come alongside and
pump out easily, but perpendicular slips would be a real challenge.
