The Vessel Documentation Office supplied a HIN for Bandersnatch.  I'm not
sure if they are still part of the USCG or semi-independent like the US
Postal Service.

My neighbor tried to get a HIN from various Florida state agencies after
state cops demanded he do so, starting with the agency the cops directed
him to, but he just got the run-around with each agency stating it wasn't
their responsibility and passing him off to another state agency and so
forth around in a circle.  The cops finally decided that he really didn't
need a HIN and sent him a letter of apology for hassling him.
