tanks seem to be in the $1,000-$5,000 range. Depending on certification 
authority, many tanks require a hard external shell and internal fire

What about a fuel cell, like they use in high performance autos? Aren't they 
lined with a bladder? I am not sure if you could get one custom made in a 
bigger size or not but that might work.
