If Lee paid Florida tax and NY wants to hit him for NY tax he'd be liable for
the difference between what was paid in FL and what the rate (and amount) is in
NY.
When I bought CAPTIVA last fall, we didn't pay Massachusetts tax so I had to
remit the entire 8.375% tax to NY DMV when I registered the boat here.
