I prefer sandblasting but it's a bit messy, and you have to have the
fastener disassembled.

For moving stuck fasteners there is a product sold at gun shops that has a
good reputation.  I don't recall the name (I'm not on the boat right now),
but it comes in a black squeeze bottle and is very popular.

Prevention is essential and easy with Never-Seeze.  For copper based parts
there is a similar product electricians use with copper in it.

The last resort for most stuck fasteners is heat (a small oxy/propane rig
can do wonders) and application of large, wiggling, force.

After that it is physical removal of the stubborn part using various
cutting tools such as a Dremel.  It can get nasty and time consuming.

Finally, stay away from WD-40.  I use LPS-1, LPS-2 and LPS-3.


But really, anti-seize when you make up the connection is the best.  And
remember, most people overtighten small fasteners and undertighten large
fasteners.
