It is likely the transmitter final. Many VHF radios tested by Practical Sailor could not sustain long transmission times. This is one of the distinguishing factors between consumer and commercial radios. Assuming a constant voltage supply, it's the final. Maybe a Stateside library has a back issue of Practical Sailor where you can see which radios could sustain long transmissions and tolerate sagging voltage.
