I think the foil provides most of the ground plane and has less effect 
as one side of a capacitor.  It'll most likely work fine.  I have had 
excellent results with just stringing a few wires cut to 1/4 wave 
lengths at the frequencies I wanted to work, in the bilge.  Most of 
these wires are not straight.  The antenna is 40+ feet.  My LDG tuner 
seems to like that setup.
