If you are considering rebuilding it with new pads, cutting the shifter would probably be bad. Can you add washers instead of the sleeve? Is it possible to use a piece of copper pipe or pvc? Very temporarily add a few turns of copper wire. Anything to space it out would be better than destroying a part. Then again, are you sure you want to remove material? Just checking.
