Per Coast Guard regs, children under the age of 12? *must* wear approved
flotation devices *at all times* onboard your vessel. And
*you* are responsible for enforcing this. Not the parents.

I have seen this enforced on *floating docks* at a marina because the
floating portion of a dock is considered a *vessel*

So my kids that are under 12 have to wear approve flotation devices when
they are sleeping on the boat in the marina?  I don't think so.

Actually the Coast Guard doesn't regulate them at all, it's up to the states
to set the policies.  In Florida in a vessel over 26' they don't have to
have one.  Since my boat is 30' they don't ever have to wear one.  Since the
floating dock I am tied to is more than 30' long they don't need one to walk
to the bathroom at the marina either.

And as far as my visiting guest policy goes, all guest must bring quality
beer and all female guests between the ages of 18 and 60 who are under
150lbs must wear bikinis.  The captain at his discretion, may ask the guest
to cover their entire body if the area exposed makes him want to vomit.
Besides that have fun on the boat, that is what is there for.
