Rubberband is pretty good, we are planning on using it in future
versions of LMMS to support tempo/pitch independent changes to
sample-tracks.
Since we will be using it on sample-tracks, the processing can be
precalculated and we can run the conversion with high quality
settings.

1) Are you doing something wrong? Maybe.  I'm confused why you are
adjusting cents.  Cents is a measure of pitch.  The purpose of a tool
like rubberband is to adjust duration and pitch independently.  This
is probably why you notice the pitch changing without a noticeable
change in length. I would think you want to adjust something like
"tempo", "duration", "stretch"... something along those lines. I never
used Rubberband as an FX before, so I couldn't say for sure.
2) How many cents is 1 bpm? This depends on the actual tempo. 1 cent =
1/100th of a semitone or 1/1200 of an octave.  To fit something
recorded at 130bpm into 129bpm with a standard sampler (where lowering
the pitch causes the length to increase)  you would need:

130 to 129 bpm will require an increase in length of 1/129   (0.7752%)

Therefore, the octave will need to drop by 1/129 of an octave  (9.302 cents)

This may or may not be right, it is 3:00AM and I am just doing this in my head.
