The LoggerContext should not have any ExecutorServices declared in it. This
ticket should be modified to be "Eliminate the use of the ExecutorServices in
the LoggerContext". The ConfigurationFileWatcher should revert back to directly
spawning a thread when a reconfiguration is to occur. RollingFileManager should
use the ConfigurationScheduler to run the compression task.
