As Jake mentioned, log4j v1.3 is going to be distributed as multiple jars. The "core" jar sise will be reduced in size as Chainsaw and LF5 will be moved to a "client" jar. So, it will help.
But the point made in one of the follow up comments (ie the dependency on jdk 1.4 for util.logging) is still very valid. In my own work, I am finding that official support for the 1.4 jdk is still spotty, especially from the tool makers. This surprises me, and I'm sure they will catch up eventually.
