We (at least I) want to focus on 1.3.x. You have the power and license to create your own version of log4j with TRACE embedded, or extended. Go for it. By releasing another 1.2.x series with TRACE added we'd get bombarded with support requests that would simply distract us from 1.3. We are also busy developers with real jobs, we do log4j for fun.

Yes it was decided to add it, but not in which version.
Ceki (and possibly others) totally refused to just add those majorly nice
but _very simple_ changes to the 1.2.8 and 1.2.9 release. And now we're
waiting for lots of other stuff that's for my part rather uninteresting.
The 1.3 version does just not seem to happen.
1.3 comes when it's ready. And with it trace. Yes, okay. When? I want trace now, from a proper release.
