The docs are a bit misleading here. The meaning of that is that PHP itself may
do some output buffering, depending of how you run it and the configuration.
See here:

If you run it in CLI then there is no output buffering.
Log4php currently does not have support for buffering. Do you think it would be
an useful feature?
