Ask on d...@tomcat.  I can't speak for the Tomcat PMC obviously, but
generally the mood right now is very modular.  If someone came along
and offered to contribute a /modules/admin/lokahi sub-tree that is an
optional add-on WAR to the Tomcat distro, I think that'd be cool.
