The Lokahi project is lacking activity, and that is why this thread was
started. The Tomcat project would most likely want to see real activity
and commitment to keep the project alive even within Tomcat.
moving the project to tomcat, wouldn't necessarily spark the development
since there still wouldn't be anyone to maintain it.
Once there is activity, and the project is alive and well, for
graduation one can suggest top level project or a sub component of
another project, like Tomcat.

Ask on d...@tomcat. I can't speak for the Tomcat PMC obviously, but
generally the mood right now is very modular. If someone came along
and offered to contribute a /modules/admin/lokahi sub-tree that is an
optional add-on WAR to the Tomcat distro, I think that'd be cool.
