Thanks for the help, both by private mail and on IRC.

The problem was that multipart/form-data forms require a method of 'POST'. Netscape knows this, so when my form had no method it used 'POST'. IE was less clever and used the standard default method of 'GET'. This leads to tears before bedtime and zero-sized files.

In this case it seems that IE is sticking to the standards, whilst Netscape is being too clever.
