Possibly stupid answer - is the form set to multipart encryption thusly:
<form name="form1" method="post" action="/cgi-bin/script.pl"
enctype="multipart/form-data">
I know that you get a zero-byte file in explorer if this is the case,
although I don't know whether or not Netscape can cope.
