Microsoft's nmake does a surprisingly good job with the Perl modules I've installed. If you have Visual C++ installed then typing VCVARS32.BAT should set things up so that you can run nmake and the command line compiler, etc. I've not yet installed anything that actually needed to use the C compiler so you may have problems there...
