Why does that trouble you? I think it can be de-bullshitted as
"we want someone who can tell us what is actually possible, and give us
realistic cost/accuracy rations so we can judge what level of service we
can offer at a profit"

Of course if you want to be cynical you can further annotate that as
"needs to be capable of working out just how far we can push our claims
of data reliability without customers discovering evidence that makes them
suspicious that we are exaggerating"
