I was going to suggest persuading Netcraft to do the survey. They are respectable enough that people will be helpful IMHO.

(Netcraft do the web server survey currently, which is a different sort of survey of course).

One also has to wonder what you are using the IP->country for. If you are trying to figure out which side of the atlantic they are on then if someone happens to use a private transatlantic link from the UK to the US then as far as net traffic is concerned then they are US users....
