Here it's indicating the vowel pair is not to be treated as a diphthong
(the lingual equivalent of a musical slur) but pronounced separately.

In the case where the vowel is alone and having its sound changed,
the absence of an umlaut-enabled system an 'e' is appended to the
vowel in question. (Munchen, Muenchen)
