If you look at his page[0] on the algorithm he states:
Sadly, my C implementation of this algorithm is not available,
because it was purged during the 4.0 rewrite, and Netscape refused
to allow me to free the 3.0 source code
so I guess not. Bad netscape/aol/time warner.
