They're documented as doing so, but last I checked the version numbers where ignored. This was last year, so the situation may well have changed.
I've just checked; version numbers are ignored in CPAN.pm 1.70. Have a look at CPAN::Bundle::contains().
I guess having pointed it out, I should attempt to do something about it...
