IANAL either, but I seem to remember that the German law around copyright
is "different".

Nevertheless the German law apparently allows "enough" assignment to allow
the GNU licenses to work and to allow multiple licenses to be applied to a
single work.

Perhaps a German knowledgeable about this could take a couple of minutes to
explain this intricacy.
