Do you mean to ask/state: Can you let your membership and certs expire after becoming a member and then use the 20 PDU option to rejoin and reactivate your membership a second (or third, fourth, ...) time? Actually, you can currently do this. If the only compelling reason to be a member is to have active certifications and you only need that every few years, you can do this.
