The Debian-native equivalent would be update-rc.d.  chkconfig is not
installed by default, at least not on Ubuntu, but the package is available.

RPM is actually a dependency of alien.  I cannot think of any other use
for it on a Debian system, except maybe to extract files from a .rpm.
