It is cosmetic because the order of objectives in the list does not matter for 
teaching. There are various issues about LPIC-1 that deserve looking at but 
the order of the objectives should probably not be the first thing.

Mine don't. There is no reason that, given proper preparation, anyone should 
be worrying about an LPI exam. I've been teaching LPI prep classes at all 
levels for 10 years and no candidate I taught has failed an exam so far.

I always find it interesting how people will propose huge revisions of the 
LPIC exams simply because *they* personally don't think that topic X is really 
relevant and thus should be removed, but topic Y, not covered by the exam so 
far, simply must go in because it is *so* important. It turns out that topics 
usually end up in the exams because a majority of the people that LPI has 
asked for input – usually a large number of stakeholders including but not 
limited to Linux instructors and book/courseware authors – have voted for 
them. So chances are that if something is in the list, people have at some 
point found it interesting, and as far as basic skills like the shell and the 
text-based tools go, these haven't changed a lot during the last 20 years or 
so, so it is reasonable to assume that their significance will remain 
unchanged for some time. There are other parts of Linux that are moving 
considerably faster, and these are probably where we should be concentrating 
our efforts when figuring out how to update the exams.
